Tongue Tied

I am trying to get the electric tongue jack off of a 1974 Sovereign. The three bolts came out of the frame and the unit lifted up easy enough. There is a shackle around the bottom that won't come through the hole in the frame. HOW DO I GET THAT RING AROUND THE BOTTOM OFF, SO THE JACK WILL COME ALL THE WAY THROUGH THE FRAME?
