Its probably one of the gears (ours was the fiber one) and I ordered it direct from the manufacturer. They were a little quirky to deal with but with patience I got it in two weeks and it was kind of high at 30 bucks. I just took the cap off and carefully replaced it. Drop the power to it when you do it so you don't short a connection against the case. Oh and the fiber gear appeared to be fine with all the teeth intact but when I watched it function, the hub in the center was slipping from the outer ring of the gear so it was bad. It could be more complicated but with any diagnoses I learned over the years to look at the simple stuff first.
I have that jack, and had that exact problem, only in cold temperatures (25-40 degrees). I squirted some motor oil into the jack from the top, and although it ran out the bottom onto the ground, it freed the jack up nicely.
This technique may not be recommended, but it fixed the problem for me!
