Smile Window drip rails sealant

Hi,
What is the best sealant to use when replacing the drip rails over the doors & windows? Buytal tape or Vulkem?
I need to take the front & back drip rails off to seal the tops of both window frames with Vulkem to stop leaking
Also I have some that are attached with SS screws. Should I go back & rivit them? PO put plumbers putty under them.

Tape and putty are temporary fixes.

Vulkem lasts for 40 years or more.
