These types of shavers are for flush riveting where the rivet is a flathead and is cut down to be level with the surface. They cut a flat surface and not a convex one like a domed rivet head. The shaver for Olympic rivets uses a special concave cutter not used by anyone else-hence the price. The proper tool has a cage to center cutter over the rivet and is spring loaded in the up position. It also has a precision depth setting so you don't cut the skin. A trailer could be flush riveted in principal, but it entails a lot of extra work because each hole needs to formed as a cone before the rivet is installed.
