Rear light housing seal--how?

Today I thought that I would polish the benzels around the LED lights on Bambi. When I unscrewed the four screws I found that there was about 12 ounces of water in the housing. (Red arrow). Where the water came from was obviously the black gasket around the LED's. (Blue arrow). Any suggestions on how to seal that black gasket better?

Or drill a hole in the bottom of the housing.
