mystery caulk

PO had a leak in the reefer vent.He removed the vent and put an oval patch on the hole with screws.He liberally painted the surfaces with silicone(which is coming off with elbow grease)He sealed around the oval seam with a white substance that appears to be some sort of caulk.It is very hard.What do I use to remove this?

Jackhammer if it is real hard

We had some caulk or glue on the outside and we scraped off the big stuff with a putty knife, used an adhesive remover and then went at it with the buffer to get rid of any minor scratch marks. It took a while but it cleaned up nice. Does the stuff soften up with a heat gun?

Haven't tried a heat gun yet.HF always has them on sale.Maybe a good purchase
