Help I am taking in water

I appreciate all the advice, and help. This is my first trailer, so I will probably ask many questions that have already be discussed.
I noticed on my new 2004 16ft ccd bambi that when ever it get wet, all the outside lights get mosture inside, then many times short out, (no lights)!
I take them off and wipe the mosture but it all happens again. I noticed that there is a rubber seal on the inside, but its not stopping the mosture from getting in. It might be doing it by seeping in around the screw. I noticed that the screw does not have a rubber washer, or any other devise to keep this from happening.
I would think that by now Airstream would have that problem worked out???
Any body elese solved the problem other then using maybe clear caulking all around it, and a dab in the screw slot?
And if thats the only cure, I woulder why they don't do it at the factory??
