wiring for vent fan?

Does anyone know if the ceiling vents in our 1980 International are already wired for fans? The front vent has a fan motor and the other two vents appear to have rubber plugs to feed the wires through, but are the wires already there? thanks

and I guess the only way to fish the wires through the plugged hole is to remove the vent frame?
