Roof re-enforcement/ patch

Yesterday, I removed the Fantastic Fan from the front of our 05 Safari (PO had installed it sideways) to the correct back to front opening.
Upon removal and the start of cleaning off the sealant, I found that:
the PO had enlarged (hacked) the opening to 14 5/8" and had split/ripped the skin in two places, one about 3-1/2" and the other 2-1/2" covering them with a cellophane tape and tons of sealant.
I am going to make a re-enforcement piece to cover the ripped skin and to reduce the size of the opening.
Should I put the "patch" inside or outside? I am leaning toward the outside..
