Overlander vent newbie question

y 66 overlander has two vents with fans and towards the front of the trailer there is another vent of some kind. It does not have a fan and does not appear to open. Can someone tell me what it is?

any pics of it ???---i have a 63 overlander maybe its just stuck or sealed shut by the po.----

i joined here to learn and try and help when i can,,,the wife and i have restored several vintage TT,s so maybe its something i can help with...
