Figure out up and down vent

The vents above us here in this 70 Model has me perplexed. A while back some thing slipped on one of the turn cranks (at the top) - a little plastic washer is supposed to fit and stay in place in the hole at the top, but keeps falling out even if I hold the plastic ring in place...is there some thing up there that is supposed to hold everything together? Thanks, I will be watching my email for a response!

Have you tried comparing to the second vent to see if you notice any differences? As I remember from reassembling my 70's era vent lifting mechanism, the only way something could "slip out" is if it broke.
