Fantastic fan optimizing

I have 2 wireless fantastic fans. The remotes seemed less than effective. After replacing the batteries, I came across these 2 procedures, the second being unpublished.

ReProgramming:
1 remove fuse from main fan, and battery from remote. 90 seconds min.
2 reinstall fuse and batteries.
3press both up and down buttons until all speed LEDs blink once.
4 test for proper operation.

Changing remote RF power output

1 Remove batteries from remote.
2 press and hold mode button.
3 using speed buttons increase or decrease output level.
4 LEDs will remain lit for 10 seconds then return to off.
5 test for improved operation.

Increasing the rf level made a big improvement. It is set by default to the lowest level from the factory.

At what point do you reinstall the batteries in procedure 2?
