You can dril two #30 holes near the bottom of the wing window.
The drill should be angled upward at about 60 degress.
The idea is to drill a hole,
"between" the two panes of glass. When the drill goes through the metal, that is between the two panes,
STOP.
Then take a coat hanger and push it into that hole. You will then see it penetrate through the "between the glass sealer".
Do that with each hole. The water will then run out.
CAUTION.
DO NOT hit or nick the glass panes.
If you do, you may be placing an order for a new wing window.
The double pane wing windows have not been available for many years, so if you break yours, you will have to settle for a "single pane wing window.
This is not a difficult task. But think, and think again, before you start drilling as to where you want the drill bit to go.
When you know how to do this operation, it takes about 30 seconds to complete the job.
Again, as a warning, "DO NOT" hit the glass panes, with the drill bit.
