Where can I find this part for the window?

I am looking for the ring / washer looking part that goes on the outside of the window bar.
What is it called and where do I get more.please help

These are called "push nuts," and sometimes are refered to as "spring nuts."

If you can get one off to take with you as an example, you should be able to find one in the specialty fastener section at Ace Hardware, or your local equivalent. These fasteners are also used in automobiles, so a Pep Boys might have them as well. If no luck, try Grainger--you can order online if you don't have a retail store nearby.
