I've seen them before, but not on all trailers. I think they are there to keep the window aligned when closed, or when closing the window. It keeps the window centered in the frame, so the gasket seats properly.

That makes sense. I think some of the clips are up the sides of the frames. Maybe the ones on the bottom have just slid there after time.
