Need help with 'foggy' windows

Our '78 Tradewind has double-paned windows that have a solar film applied to the interior side of the outer pane. The film has yellowed badly and is even separating from the glass. This is occuring on windows that open and those that don't. Is there any way that this can be fixed? Is it a do-it-yourself project, or does it need to be done by a professional? Any advice you can give would be appreciated.
