fixed window leaks 1968 Safari

It rarely rains out here is Southern California, but it did last night and the fixed windows below the opening windows on my trailer all leaked and filled the aluminum sill with water. I had put a small bead of silicone around one of them but that didn't seem to work. How di I best seal up those windows?
