Crank out windows '99 Safari

i have the windows where the bottom part cranks out, i have a couple of problems. first where the handle goes through the screen there used to be a piece of plastic to keep the bugs out but it has deteriorated, any ideas? secondly some of the windows are very hard to either crank out or in, one is very hard to open you have to go outside and pull while someone turns the handle, i have lubricated all the moving parts some are better but some not?
