add an interior 'storm' pane to waistline windows?

Hello, I've removed and painted (Krylon Gloss Dover White) the garnish moldings from the narrow waistline windows of my '95 Excella, and as I look at them I see a step in the molding that could be used to fit an interior 'storm' pane to make an insulating air space. I was thinking about using acrylic or polycarbonate to make the pane, and caulking it in place.

Is it worth the effort, in terms of reducing heat loss/gain? Would it reduce fogging during cold wet weather? I see that fiberglass was stuffed around inside the window frame.
