Verizon National Access Slow?

For the last three years we have had a Verizon cell phone account that allowed us to use the National Access system to tie our laptop through the cell phone to the internet.

It has always run at 115K thereabouts -- not great but certainly useable.

For the past two weeks the best speed I can get is 12K -- far worse than generic dial-up.

Anyone else doing this and seeing the same? Could verizon be tired of us having "free" internet access (vice a broadband card and account)?
