When connected through the correct router and switching system, your computer is capable of both receiving and sending data via a standard cable in your home. There is certainly no technological reason at all why such transmitting hardware couldn't be included in a device that appears to be a standard cable converter/receiver set-top box.
I can think of plenty of cost-based and more importantly, legal reasons why the cable company would not wish to put a hidden camera in your home, but technologically, it is completely feasible.
So Big Brother Conspiracists-- theorize on in peace!

Maybe my comments were misunderstood.. This is an over the air DTV convertor box, not a cable box. No way for it to transmit anything back.
That being said, everyone may want to put on their tinfoil hats, just in case.

Alright, just to play the Conspiracy a bit further, since there is power supplied to this convertor box from an external source (your 110VAC wall outlet), then it is STILL possible to install a transmitter, mic, and camera in the box without anyone being the wiser. If "they" really wanted to spy on you and didn't want you to catch on, then "they" would choose a low power transmitter so that it wouldn't interfere with your other electronic devices and clue you in as to what "they" were doing. This means "they" would need receivers stationed fairly close to all of the transmitters, and if I were "them" I'd probably put them in the sewer lines near each and every home of interest.
All that said, this is clearly a hoax. "They" have absolutely no interest in watching "us" watch TV.
Or, do "they?"
