Can't get the Skyliner to rotate.

I have a broken gear set so I'm tearing into the antenna. It seems locked up. I've removed the large pin with the C clip so I can lift it up. I also took out the roll pin and pulled the shaft out through the interior. I even drilled out the 2 rivets and took off the big C clip on the interior but it will not turn. Lots of PB Blaster and light taps with a hammer in both directions and it still won't budge.

Any ideas? I've read the docs posted on here and some threads so I'm stumped.
