Antenna Stuck

Typical Winegard antenna. I can raise and lower with ease, but unable to rotate without using a lot of force (afraid of breaking the plastic) and then only about 10-degrees. How can a access this to free it up?

I assume you are aware that you have to pull down on the plastic rim in order to rotate it? Otherwise, it sounds like something is causing it to bind up top.

I've taken off the handle and spring, but not able to get much movement trying to rotate the plastic ring, I'll try from the roof to see if I can access the gears. I doubt if the antenna has been rotated in years.
