Adjusting water heater pilot?

I have a 1980 Caravelle and the water heater pilot light seams to have too much gas and soot builds up! I have turned the adjustment screw and it will not reduce the the amount of flame. Any easy fix on this one? Thanks, Don

Is it the pilot, or the burner? Our burner is very slightly rich, so I get a small amount of soot on the vent.
There is an adjustment for the burner, y loosening the retaining bolt, and sliding the air tube, you can adjust the air to the burner.

Terry, It is just the pilot light which is burning too strong and sooting. I have adjusted the air tube for the main burner. Thanks, Don
