2016 Sport 22FB TV Mount

I have spent over an hour trying to figure out if the TV mounted in the 2016 Sport 22FB is able to swivel away from the wall. Looking at the mount it seems as if it should but I cannot get it to. Does anyone know it the TV is able to swivel out away from the wall. Thank you.

Look for a nylon strap hanging down from the TV mount. Pull it down and it will release a pin that allows the TV bracket to swing out from the wall.

I just went out and pulled on the strap, basically hanging from it, and it did not release a pin . It looks as if the strap is attached to the bracket with a gold colored bolt. Is it possible that bolt is to tight? Again thank you for helping on this, seems like such a simple thing to work but it is not.
