Toggle switch Box near power converter
Can someone tell me what these 2 toggle switches do and when one should be up or down, both down, or both up?
Should I restore this or is it good. All electrical seems to work fine

Apologies for the picture not being straight. I am a new user and could not figure it out. It's straight when I upload it..There also is a bulb that I'm curious about as well...
