I too just took possession of a 2016 and picked it up, only to discover during a black out at the resort I'm plugged into, that I have no power. Nada...zip! Now sure why they would do it but it sounds like the inverter is hard wired to the batteries and there is a breaker or fuse between the batteries and the 12 volt
panel. When shore power is available the convertor would supply 12 volts and keep the batteries charged. without shore power the batteries would be out of the circuit.
With a volt meter and shore power off test for voltage at the 12 volt
panel. You should see voltage. Use the trailer metal as the ground for the meter. If none turn the shore power back on and test again. if in the second case the panel has power there is a fault between the batteries and the panel.
