Wow, I re-read my post.

I promise I was sober. And, have been to more than the sixth grade.

I tried to use my iPhone app.

My bet is bad batteries.

Not sure on the 1999 but older Airstreams have a fuse on the negative side of the battery and probably the only camper made with fuses on both the pos and neg.

The techs that checked may have only looked at the positive side.

Obvious questions... are both batteries full?, do they have electrolyte?

"Both service techs"......Have they checked the batteries out of the trailer, after being charged for at least 4hrs?
If not they have not been "checked"
The voltmeter won't tell you their condition, they may read 12v unloaded and 0v when connected.
When your V meter is working, disconnect batts, plug in converter and ck voltage at the cables.
