Battery Box Question

I'm replacing the defective Interstate Grp-24 with Lifeline AGM-24T batteries. I have removed the old batteries and also removed the plastic insert (primarily to clean it). There was a half inch of water in the plastic insert.

Question, shouldn't the insert have a few drain holes so water does not accumulate in the bottom?
