Batteries won't charge

Toward the end on 2013 I realized our batteries were not charging after leaving our 2006 23' safari plugged in. The batteries are only 2 years old. I disconnected them, charged with a charger and stored them in my garage.
The lights work fine plugged in. I'm assuming that the converter needs to be replaced?
What are the current opinions on the best replacement and location on the web for instructions?
