In my experience....NO!
The VHB tape does a great job of bonding the panels to any smooth, properly prepared surface. The white finish is sufficiently bonded to the bare aluminum at the mill by Alcoa so you don't need to remove any of the coating.
I mention 'properly prepared surface' because this is key to getting the tape to bond correctly. Clean as recommended at least 3 times to be sure that you have no dirt, contaminates, grease, oil, fingerprints, etc. on the bonding surface. You should be good to go after that!
