For series connection – the same current rating of the panels is more important.
For parallel connection – the same voltage rating of the panels is more important.

I think Burns calculations are correct and would configure the panels in parallel resulting in 8.6A at 17.7V totaling 152W. A parallel connection of these mixed panels only loses 1.2% of the potential wattage.
