Scare Light Wiring '77 Sovereign 31'

I have been going through all my wiring successfully until I got to fixture for the Scare light which looks a good deal different from others.

It appears that it had a gasket between the stainless light ring and the body. I seem to remember something about dissimilar metals. The gasket seems to be preventing a ground. I can test the red wire going to the light and it works correctly however there was another wire that looks like it was soldered to the base of the bulb which is off. So, I assume I need to keep the metal separated? And, if that is so the wire that is lose is the ground but not sure how it connected to the system ground/ body.

Can some describe how it should be?

I see you didn't get a reply yet. I think your problem is that your ground wire is loose. This is what you should do:

Re-solder the ground wire to the base of the bulb holder.

Get some electrical grease* (NOT dialectric) and smear a trace either side of the gasket. Then, when you screw (I suggest you get stainless steel screws) the fitting back into the trailer smear a trace of electrical grease on the screws.

*You can get a small tube of electrical grease at Radio Shack. Don't use Vaseline. Although Vaseline is conductive, it has too low a melting point for vehicle and trailer use.
