Exterior lights squirrely

My rear blinkers and brake lights work fine until I turn on the Running lights. That is when they shut down. I removed the light covers and found if I press hard on the canister it seems to ground the light and it will work. I have tried adding screws to tighten them and grinding the paint and rust off to make sure of good contact but nothing seems to work.
I have a 71 GT my tow vehicle is an 06 Tundra. any ideas out there would be much appreciated.
