questions are good :-) no, with glass fuses you just touch the metal ends. with plastic blade fuses, look for a tiny dot of exposed metal on the top ends and test it there. going to one of the non working lights and testing there will tell you if there is power in the line. if a fuse is blown, you have a 'short'. if the fuse is good and no power to the lights, you have an 'open'. don't forget to verify that the ground that feeds these items is good.
