Are you saying the wires have been disconnected from the fuses and are just hanging free in the box?

If so make up a test lead using a Radio Shack fuse holder with a 10 amp fuse in it and connect it one at a time to each of the wires in question and then to power and try lights and other 12 volt circuits to find where they go.

Circuits most likely will include, lights, water pump, refig. 12 volt side

You can also use a battery charger to test the circuits. Simply connect the black lead of the charger to a clean spot on the chassis, then use the red lead to test each of the circuits. A charger rated at 6 amps is more than adequate to perform the tests.

Wires coming up from the floor may be the wires from the umbilical cord. Most interior wiring in an Airstream runs over head. If you have the standard 7 pin cord end this will give you the function of each wire.
Electrical Tips

Get a wire long enough to reach from these wire out to the male end of the umbilical cor and test each wire for continuity.

Do you see any wires coming to the panels from above?

Here is how I wired my PD9260 and Parallax fuse panel. I did not trace the wires to individual lights and fans, but they all work.

If the wires you are talking about come out in the street side front, those are for the outside lights that connect to the tow car. At least on my 77 Argosy.

I can't tell you where the wires disappear to, but I did have a similar problem and someone kindly wrote that I should check my main fuse holder near the Univolt. I had already checked the fuse and it was good, but I then I discovered that the fuse retainer was corroded. Once I sanded the contact surfaces, every was good to go and I got my 12 vlts back.

It's a big issue to settle on a forum with no pictures, no drawings, and no service manual schematics.

One thing I will write to is the very real possibility that one of the disconnected wires is used to power the breakaway switch that powers the trailer brakes in the event of a disconnection event. Having that switch connected under power and working the brakes could save somebody's kid if that trailer comes loose while towing. Nobody plans a loose trailer rolling into oncoming traffic at 60 miles an hour, but it happens.

Not having all the safety features connected and working is called neglect.

My abstract advise is to have all the exterior lights working, and to have the breakaway switch under power, tested, and working.

Eastern South Dakota is very pretty with hills, rivers, and trees.

Did you try my suggestion of using a battery charger to power each of the wires you mention? The pastel colored wires are typically used for the interior circuits. The wires in my '74 Argosy are in the rear of the trailer and do go into the floor. From there they must go up into the wall.
