Shower vac break

I'm redoing the shower in a 1976 centre bath International. I replaced the cartridge in the original Moen shower control, and now the water pours out of the vac break beside the control. I've taken apart and cleaned the rubber gasket and cleaned everything up with CLR, but the water still pours out. The trailer has not been used for awhile, as the shower controw was rusted solid. Any ideas on how to stop the water?
