leaky shower/faucet 2003 international

The shower/faucet in our 2003 International CCd will not turn off. It is not a leak, it is a steady stream of water. DH replaced the rubber washers, but what else should he look for?

Is it the one knob, swivel for hot and cold, pull on push off type?

No. There are two knobs, hot and cold. The head of the faucet pulls out and hangs from the wall to become the shower.
