What is this ball o silicone, I pray tell...

Pulled the lower kitchen cabinet to replace copper with Pex. Low and behold I found two things Im not sure of.... The pump (I think) is slathered with about 6oz of silicone. Im guessing, it leaks or has in the past. Following along the black hose I found another "ball o" silicone...seriously it is a ball..guessing that leaks too. Clueless what this could be wrapped in silicone. Can anyone help? I think it goes to the water tank???? Thank you all.

looks like a filter and/or a pressure regulator for the water supply side of the pump. you can probably do better than that!! joe q in MN

Is this a silly question? Can I a pump with a water filter/regulator all in one?
