water system has me puzzled

Could my bypass valve at the water heater be installed backwards? I have a 1991 Excella 25' that I just bought, and have been fixing minor problems. I love the trailer. The trailer has been parked for many years,but has been used every year for about 4 months per. During this time city water was used. Problem,, When connected to city water the system works perfect,
when using the pump, water runs out of the hot side and not the cold side of the sink and the water is cold. Any HELP to solve this mystery Thanks Ron Tremblay #2245
