Water heater not igniting - could it be the switch?

My Atwood electric ignition 6-gallon heater is being sporadic. The switch shows no light on (which I assume means no power to the heater), but I checked the connections with a 12-volt meter and there is power to it. I thought maybe it was the fuse, so I removed it and still no ignition. What else should I check?

Is the igniter clicking?

It may be the control board.

Not clicking. But then it came on. I turned it on and off several times, and it worked. Now it's not working anymore. I took everything apart and cleaned the connections. Still nothing.

Light illumination occurs when there is no ignition. When first turned on there will be a brief lighting of lamp. When the system senses combustion the light goes out.

If the heater tries to redirect later to warm water again the cycle repeats.

I had a corroded flame sensor. Cleaning helped but only a little while. Replaced and working fine. If in a pinch you can scrape it down with a fingernail file.

Also, are you sure all air is out of your LP system?
