Question Water heater by-pass valve position?

Ok, rookie question; the by-pass valves on the hot water heater lines on an '07 Safari 25 FB SE...

Is the valve "closed" when the valve handle is "in-line" or parallel with the line? Or is that the "open" position?

The manual is un-clear; it shows the valve handles in a 45-degree position, neither parallel nor perpendicular to the line.

The valves are closed when they are crosswise. The visual position directly corresponds to what happens to flow.

This pic is the valve position when winterized so one doesn't waste gallons and gallons of antifreeze. The HW heater still has to be drained by the exterior plug. The valves should be in the opposite state during regular water use.
