Pressure valve on water heater question

Hi All

Its been 7 years since I have RV'd and missing some brain cells.
Should this valve be in the position of this picture or up ?

I feel so stupid about this>> My book doesn't show any diagrams.

That's the normal closed position. Lifting the lever 90 degrees opens the valve to drain or test it.

The only dumb question is the one that doesn't get asked😄
