Water in tanks?

Is it recommended to keep some water in the black and grey tanks when trailer is being stored. I was told this keeps rubber on the dump valves from drying out and cracking.

It's not a bad theory, but I would think it would take a considerable amount of water to keep the top of the valve wet.
