Wastewater System

Hi Folks from a total newbie. Anybody got any thoughts about a situation where the crank (if that's the right word) that's supposed to open/close the wastewater ("blackwater"?) tank on a '62 Safari I'm considering buying is not working. Seller's saying he'll change it out for a more modern push/pull opener, but that I'll still have to be hooked up to a septic system to dispose of my waste. It hit me that he probably means the tank has a leak or is otherwise inoperative or just gone. (I haven't checked; the thing's in another city.) Thoughts? Thx!
