Level sensors - not working

OK, so the level sensors in my fresh water tank and the black tank are not working. They just read "empty" all the time. Now I can't say that I blame the black tank sensor for going out on strike, given certain working conditions, but the fresh water sensor doesn't have a care in the world.

The gray tank sensor is a real trooper, having carried on for lo these many years.

Question: Can these be reasonably (in terms of time, money, and general black tank unpleasantness) repaired? Or should I go with my replacement sensor setup that just sticks to the outside of the tanks?

Cleaner

I saw holding tank cleaner on ebay maybe that will help.

Make sure the wiring on the panel is hooked up, when we got our AS the black water gauge was not working, I checked the tank connections and they were alright. I checked the back side of the panel and found out that the wiring had come off the gauge.
