Broken dump valve

My dump valve on my 1970 overlander has no handle. How the heck do you get to it? I can get the 2 upper screws. but the 2 lower ones are tough. Under the belly pan I have the galvanized box. Has anyone been able to get it through to bumper compartment? My tank was used everyday for 10 years by the po. its in the open position. that means the tank hasnt been treated for years and years. ive tried to get as much water down it and up it to clean it. When I got back from camping the first time (we used the out houses) the bumper compartment was filled with you know what and to make it worse there were an awful lot of maggots in the mix. So there is live stuff in the tank. but ive hosed the heck out of it. Hope they are gone (I doubt it) I have some questions

1. can the valve be removed through the bumper? Looks like the grey water line
where it comes in on the left is in the way. Or do you have to remove the galvanized box?
2. should I pay someone to do it? (I already have someone lined up) I have trailer work burnout. But would hate to feel beaten by a valve
3. Should I let it all grey and black drain into a blue tote? sounds gross ( but I have to have one for my grey water anyways. But I wont be able to fill and clean the black tank.

im leaning towards door # 2. 5 months of working on it everyday has beaten me up pretty well.

Have you dropped the belly pan under the outlet. This could be a very scary experience it there is "stuff" up there. Seem you need to get it clean anyway. Then you will have access to change the valve.
