Black Tank Handle Problem

Did our weekly black tank cleaning a couple of days ago. Afterwards, could not push the black tank handle all the way in to close off the tank. The result is that when we get to a new location, we discharge a little black water onto the ground during the one or two seconds it takes to attach the sewer hose.

Two questions:

1) What do you think is preventing the black water tank handle from pushing all the way back in to close off the tank?

2) Is there a fix we should try on our own before having to take it into the shop and possibly having to drop the tank to fix?
