Airstream newb - red levers off of black water tank?

Hello from Oregon - I am very much an Airstream newbie. I have had my '15 sport trailer for about two months, and have had questions at every turn. The indicator on the black water tank has continued to perplex me, and was thinking about just resorting to tapping the tank from time to time.

I was underneath the trailer near the black water tank, and noticed two red levers. I figured I didn't want to turn while down there, but once in a safe zone, I turned them, and had discharge. How is these red levers related to the black/gray water main lever off of the tank? What purpose do they serve?
