76-argosy waste valve

i have a handle stuck on black water.I tryed wd40 but wont move. any suggestion? do not know best way to replace valve. thanks for any help.

I also have a 76 28' ARGOSY and had the same problem. I had to pull the pan under th valves themselves ansd lube them. They work ok now.

I did not have to. If you look under it you will see a panel attached with screws. the valves are under that
